S-075 - Safety Based Competence Assurance

Introduction

Safety Based Competence Assurance (SBCA) provides guidance and implementation for manag-ing Safety Critical Activities and/or Competences of frontline people working within high risk envi-ronments in the Upstream, LNG, Downstream and Renewable business.

Purpose

Employees managing major accident risks are employees who are directly performing Safety Critical Activities that prevent the occurrence or escalation of major accidents (e.g. fatalities, fires, explosions, loss of well control, large hydrocarbon spills, transport related accidents). 

They are usually ‘hands-on’ positions that have direct responsibility for taking action to prevent unsafe conditions and/or maintain proper functioning of safeguarding equipment (equivalent to Frontline Barrier Management in f.e. Shell). They also include positions that respond to major accidents, or less severe accidents that could escalate to major accidents.

Within exploration and production, employees managing major accident risks typically include (but not limited to):

  • Production Operations: Field Operator, Control Room/Panel Operator, Maintenance Technician, Supervisor (Operations, Maintenance, Turnaround), OIM/Plant Manager; Permit to Work Approver
  • Wells: Wells Supervisor (WE), Wells Supervisor (CWI)
  • Emergency Responders: Fire Fighter, Spill Responder, Physician, Medic, Nurse, On-Scene Commander
  • Lifting: Crane Operator, Banksman, Slinger
  • Aircraft: Pilot, Engineer, Helicopter Landing Officer, Aircraft Refueled, Radio Operator
  • Maritime: Captain, Chief Engineer, Loading Master, Lifeboat Coxswain, Shore Officer/
  • Road Transport: Professional Driver
Methodology

Where Assets make use of Performance Criteria for safety critical equipment, Safety Cases, Bow-Ties for Major Accident Risks, these may reference the tasks performed by Employees Managing Major Accident Risks.

The SBCA process will always start with an SBCA ‘Health Check’ or ‘Cold Eye Review’ which can take 2-3 days depending on availability of pre-reads, on-site resources, materials like local Competence Management System (CMS) procedures.

After the ‘Health Check’ or ‘Cold Eye Review’ has been complete it will take you through next steps: 

  1. Identify Frontline HSSE Critical Activities/Tasks (Based on up-to-date Safety Cases / Bow-Ties)
  2. Define the critical competences for the Safety Critical Activities/Tasks
  3. Identify HSSE critical roles and assign roles to positions / individuals
  4. Define Assessment methodology and Assessment Solutions per competence
  5. Identify and train qualified assessors
  6. Set up the Learning Management system (LMS) and assigning certifications to employees
